Enforcement against Drunk Driving

In continuation of “Enforcement
against Drunken Driving”, the
Hyderabad City Police has conducted
special drives on 25th and 27th
November, 2011 at various places in
the twin cities from 10 p.m. to 1
a.m. A total of 185 drunken drivers
were arrested and the vehicles were
detained, of which 58 were 4
wheelers, 120 were 2 wheelers and 7
were auto rickshaws. On
28thNovember, 2011, they were
produced before the Hon’ble IV
Metropolitan Magistrate Court,
Nampally and the Magistrate imposed
fine up to Rs.2500/-and their
driving licenses have been suspended
for 3 months.
The Enforcement
against Drunken Driving will take on
the element of surprise from now on,
in terms of location, timings, day
or night times etc.

PREPAID AUTO SERVICE AT
SECUNDERABAD RAILWAY STATION

There is a demand from various
quarters for commencement of Prepaid
Auto service at Secunderabad Railway
Station since a long time. The
authorities of South Central Railway
also requested the Hyderabad Traffic
Police for commencement of Prepaid
Auto System on either side of
Secunderabad Railway Station for the
convenience of the passengers. In
this regard, several meetings are
conducted with Auto Unions and Auto
drivers and they agreed for
introducing Prepaid Auto System at
Secunderabad Railway Station.
A committee
consisting of representatives of
Hyderabad Traffic Police,
representatives of Auto unions, RTA
authorities, MMTS Travelers group
and Indian Railway Fan club prepared
the Auto Fare Chart for various
distances. After that, the Traffic
police have sent a proposal to
Transport Department to issue a G.O.
for fixing the Prepaid Auto/Taxi
fares. Accordingly, the Government
of Andhra Pradesh has issued a G.O.
vide G.O.Ms.No.82 dt: 22-06-2011 of
Transport, Roads & Buildings (TR-I)
Department. The G.O. authorized
Hyderabad Traffic Police to erect
Prepaid Auto/Taxi booths at
Secunderabad Railway station and
also to collect a maximum service
charge of Rs.2/- per each
transaction from passenger. The
Addl.Commissioner of Police,
Traffic, Hyderabad is authorized to
form a Core Committee/Governing
Body, accordingly a Core
Committee/Governing Body is formed
on 24-06-2011.
It is also
mentioned in the G.O., that if the
traffic police cannot maintain the
prepaid booths, it will be entrusted
to any private agency on tender
basis. In this regard, open tenders
are called for, for erection and
maintenance of Prepaid Auto/Taxi
booths at Secunderabad Railway
Station vide Tender Notification
No.Tr.T7/2596/2011, dt: 05-07-2011,
which was published in Eenadu , The
Times of India and Milap news
papers. In this regard, two Tender
Applications are received. The
Technical bid was opened on
19-07-2011 at 4 PM in the presence
of Tender Committee Members, bidders
and the Addl.Commissioner of Police,
Traffic, Hyderabad. After scrutiny
of Technical bids, both the bidders
were considered and qualified to
participate in financial bid.
Accordingly, the financial bids are
opened on 27-07-2011 at 1.00 p.m. in
the presence of Tender Committee,
members and representatives of two
bidders. The first bidder i.e.
Harshavardhana Industrial Security
services has quoted 11% and second
bidder Sri K.S. Babu Rao & Son has
quoted 33.3 % of the total income (
revenue from Rs.2/- service charges
+ revenue from Advertisements).
The tender is
allotted to K.S. Babu Rao & Sons, as
he was quoted highest rate of
percentage of revenue, which he is
expected to get during running of
Pre paid auto booth. The above
income is to be deposited in a
separate account and the amount is
proposed to be used for the future
development of prepaid auto booths /
welfare of auto drivers etc. Now,
the qualified contractor has erected
three prepaid auto booths on either
side of Secunderabad Railway
Station. Distances of various
destinations from Secunderabad
Railway station are calculated and
the software for printing the fare
and tickets based on distances was
developed. At present trial runs are
being made to check the loop holes
in software and make it fool proof.

Enforcement against Drunk Driving

The Hyderabad City Police launched
“Enforcement against Drunk Driving”
on 05-11-2011, at 11 places in the
Twin Cities. The places are Green
lands, Care Banjara, Kaavuri Hills,
Rethibowli, Rasoolpura, Patny, Fever
Hospital, Putlibowli, Bus Bhavan,
Lumbini Park, JBS, from 10 p.m. to
00.30 a.m. on 06-11-2011. A total of
80 drunken persons were arrested for
driving in a drunken state of which
31 were car drivers, 48 were motor
cycle drivers and 1 goods vehicle
driver and the vehicles were
detained and kept in traffic police
stations concerned. All the
respondents will be produced before
the Hon’ble III and IV Metropolitan
Magistrate Courts, Nampally as
Sunday and Monday being holidays.
Traffic Advisory:-
The Hyderabad City Traffic Police is
appealing the citizens-
1. not to drive in drunken
condition.
2. if a group of persons are to
drink, then one of them should not
drink, so that he can drive.
3. to hire a private driver for
those 4 to 5 hours
4. to use auto rickshaws or cabs
when you are drunk.

“Drive/Enforcement against
Drunk Driving”

|
The Hyderabad City Police has all
set to launch a “Drive/Enforcement
against Drunk Driving” on
04-11-2011, in furtherance of the
ongoing practice in a different
legal mode to enhance the impact of
enforcement in which the respondent
drivers will be prosecuted in the
Court of Law. Till now the drunken
drivers are being penalised under
Section 184 (b) MV Act and the fine
amount is being collected on the
spot. From Friday onwards the
drunken drivers will be booked under
Section 185 (a) MV Act and they will
be produced in the Court of Law
along with the Charge Sheet on the
next working day of the Court for
prosecuting them. During the
process, vehicles of the respondents
will be detained to refrain them
from driving further in drunken
condition and thus to save them as
well as other road users from
accidents.
For notifying the
facts to the public about
enforcement, legality and
consequences of Drunken Driving, the
following legal norms as per the
Section 185 (a) of MV Act are
informed herewith:
“Whoever drives or
attempts to drive a motor vehicle
under the influence of alcohol and
if the BAC (Blood Alcohol Content)
level exceeds 30 mg/ 100 ml of blood
when checked by a Breath Analyser,
shall be punishable for the first
offence with imprisonment for a term
which may extend to Six (6) months,
or with fine which may extend to Rs.
2,000/-, or with both. For a second
or subsequent offence if committed
within three years of the commission
of previous similar offence, the
punishment of imprisonment which may
extend to Two (2) years, or the fine
which may extend to Rs. 3,000/-, or
with both.”
It has been already
announced the support by the WHO and
GRSP (Global Road Safety
Partnership) to the Hyderabad
Traffic Police by providing Breath
Analysers, Reflective Jackets,
Reflective Batons, Barricades and
Digital Still Cameras to improvise
the enforcement process and thus to
control the Alcohol involved
Accident Rate which is alarming.
This week, all the
traffic officers above the rank of
ASI (about 175) have been trained in
the Anti Drunken Driving Testing
Protocol and how it is to be
implemented at the field level. Ten
(10) Teams will be stationed at
various strategic places in the City
from 10 PM onwards. Banners will be
displayed about the drive at all the
places of enforcement. All the
Senior Officers of the Traffic
Branch will monitor the Drive.

The RS-10 (Road Safety 2010) project
was launched by the WHO (World
Health Organization) as part of the
GRSP (Global Road Safety
Partnership) initiative. It is
funded by the Bloomberg
Philanthropics which has a combined
implementation team of GRSP, WHO and
John Hopkins University. Every year,
world wide, more than 13 lakhs lives
are being lost due to road
accidents. In India too, there are
1.2 lakh deaths every year. The RS
10 project has been initially
initiated in 10 countries, out of
which India is one and 2 cities in
India i.e. Jalandhar and Hyderabad
have been selected to implement this
Project on a pilot basis. A meeting
was held in the month of January,
2011 in New Delhi. It was attended
by the officials of Hyderabad
Traffic Police, Road Transport
Authority of Andhra Pradesh, Medical
& Health Department and the
modalities of implementation of the
project were discussed. Identifying
drunken driving as the major
causative factor for deaths in
India, it was agreed that, to
implement this program, the RS 10
project would commit the following
equipment to ensure implementation
of effective drunken driving
enforcement.

As part of the
“training of trainers programme” for
Hyderabad City Police, Mr.Des Myers
has come to Hyderabad for 4 days to
impart training to 45 traffic police
officers of Hyderabad City along
with the staff of the Traffic
Training Institute for 4 days. Mr.
Myers worked with the Victoria
Police (Australia) for 27 years as
Chief Inspector. He is an
experienced police trainer and has
been training in road safety issues
in 17 countries. He is currently the
Enforcement Trainer for the RS-10
Project.
The Police officers have been
trained in the following main
subjects for 4 days:-
1. Trends in International Road
Safety Management
2. Drink Driving Law in Hyderabad.
3. Challenges in Drink Driving
Enforcement.
4. Principles of Effective
Enforcement
5. Safe Check Point Operations
6. Practical Training in Breath
Testing Devices.
The Hyderabad
Traffic Police will be intensifying
drunken driving checking and
enforcement after completion of
training with the modern equipment
available now.

Over the last one month, due to the
absence of RTC buses on the city
roads, a change in the general
profile of vehicles was seen. The
Traffic Police allowed even seven
seater autos to run within the city
limits. Many commuters resorted to
travelling by their own 2 wheelers
and 4 wheelers. With the return of
RTC buses and all types of transport
onto the city roads, the City has
witnessed a sudden increase in
volume of traffic. And along with
this, increase in traffic violations
have also been noticed. Therefore,
to bring things back into control,
the Hyderabad Traffic Police will
launch Special Drive against
specific violations by certain
category of vehicles from
__-10-2011.
I) RTC Buses:- 1)
Not stopping in Bus Bays, 2) Signal
jumping, 3) Stop line violation.
II) Autos:- 1)
Extra Demand (including not using
meter), 2) Refusal to ply, 3)
Carrying extra passengers, 4)
Driving without driving license, 5)
Bus bay parking.

19-10-2011. The Painting and Cartoon
drawing competition was held at
Jawahar Bal Bhavan, Public Gardens,

the Police in general”.
The Essay writing
competition was held in the
Auditorium of Sri Potti Sri Ramulu
Telugu University, Public Gardens,
Nampally on the topic “Role of Civil
Society in Political Agitations”
(Telugu, Urdu and English
languages). Students of the various
schools from all over the city have
attended the above competitions.
Essay writing
competition was also held for the
Police officers and men of Hyderabad
City Police at the Goshamahal
Stadium and the topic was “Role of
Police in Political Agitations”.

Media vehicles

It is being observed by the
Hyderabad Traffic Police that large
number of vehicles belonging to
Print Media are violating basic
traffic rules. There is an out cry
in the public regarding the
enforcement of traffic rules against
common vehicle owners and ignoring
Police/Government/Media vehicles, as
reflected in face book, e.mails and
phone calls received by us.
It has also come to
our notice that many unauthorised
persons are also putting ‘Press’
letters on their number plates to
avoid police checks.
The enforcement and
fining against Print Media/Press
vehicles, on the following traffic
offences will be commenced from
16-09-2011. For this purpose,
letters have already been addressed
to the Chief Editors of all Print
and Electronic Media on 09-09-2011
itself with a request to inform all
the staff working under them to
rectify their vehicle documents,
number plates and other aspects.

The face book
facility which the Hyderabad Traffic
Police launched recently is
receiving the photographs, videos of
the government vehicles which are
violating M.V. Act and Rules. If the
date, time, location and the
violation committed are clearly
seen, then e-Challan will be issued
against those vehicles.
The enforcement and
fining against police vehicles
moving in Hyderabad City limits will
be commenced from 11-08-2011. This
special drive against all other
government department vehicles will
start from 16-08-2011. Till that
time, letters are being addressed to
all Heads of Departments in the City
with a request to instruct all
drivers belonging to their
departments to set right the
irregularities in the documents and
also instruct drivers to follow the
traffic rules as per the M.V.Act/Rules
compulsorily.

Paradise to Ranigunj

On
repeated representations from the
public that there is no Right turn
or ‘U’ turn (opening) from Masabtank
to Lakdikapul for the commuters who
intend to proceed to areas i.e., on
the opposite side like Nilopher
hospital, Bazarghat, A.C.Guards etc.
They have to move all along from
Masabtank, Mahaveer, Ayodhya Junc,
via Nirankari, Lakdikapul and then
take right turn to go towards
Bazharghat side. Hence, people are
requesting to provide a vent
inbetween Masabtank and Lakdikapool
as many are going on the wrong side
to reach Masab Tank junction.
In order to save the fuel and time
and to facilitate the commuters to
take a ‘U’ turn, it has been decided
to give a ‘U’turn at Ayodhya
Junction for the traffic coming from
Masabtank and intending to proceed
towards Nilopher hospital, Bazarghat,
A.C.Guards etc. This has been done
without interfering with the
straight flow of traffic from
Lakdikapool to Masab Tank by
utilizing the ‘dead space’ at
Ayodhya Junction.
The general public are requested to
make use of this facility and are
also warned not to go on the wrong
side to reach their destination as
here will be strict enforcement
after a week.

Frequently traffic congestion is
taking place at Diamond Point
Junction, Secunderabad as it is a 5
road junction and it has become
difficult for the Traffic Police to
manage traffic. To facilitate free
flow of traffic at this junction,
traffic coming from Karkhana i.e on
Transport Road will not be allowed
towards Diamond Point Junction, they
have take left turn (about 100
metres before the junction), enter
Sitaram Nagar lane, join Mud Fort
road to reach to the Diamond Point
junction. Traffic signals are also
being installed at this junction to
ensure better regulation of traffic.
Citizens are requested to cooperate
with traffic police in this regard.

Hyderabad Traffic Police is
launching a free SMS service from
today to alert commuters about
traffic jams, live traffic
situations and referring alternate
routes.
A unique offering from
SMS Gupshup to assist traffic
management in cities. SMSGupshup in
collaboration with Traffic Police
has launched Traffic Alert
Communities in Mumbai, Delhi,
Gurgaon, Kolkata, Bangalore, Pune,
Nashik, Bhopal and Nagpur.
Hyderabad Traffic police
is also launching a free SMS alert
service to alert commuters about
live traffic situations. 7 different
groups have been created namely
HTPNORTH, HTPEAST, HTPWEST, HTPSOUTH,
HTPCNTRL, HTPWCNTRL, HTPALL (Specify
the location for which you need the
traffic alerts).
How to Enroll:-
If people wish to get
free SMS Traffic alerts, they just
have to SMS ‘JOIN (space) <Group
Name>’ to 09219592195. Example JOIN
HTPALL. They will receive a message
that the service has started. If
people want to unsubscribe, they
have to text “LEAVE <Group Name>” to
09219592195.
The people of Hyderabad
will also have the option of
enrolling through a Web application
placed on HTP’s FB page (www.facebook.com/HYDTP)
& HTP website (www.htp.gov.in)
This service is for
opt-in motorists who subscribe to
receive SMS traffic alerts .The SMS
service is free; the only charge
people have to pay is that for the
initial (first) message to start the
subscription. After that there is no
charge on receiving SMS traffic
alerts.
Cell numbers that have
DND (Do Not Disturb) service
activated will not receive the SMS.
People will have to stop the DND
service to receive SMS Traffic
alerts.

(HYDERABAD TRAFFIC POLICE)

Dear
Face Book friends,
Welcome to HTP’s Facebook facility
(officially)
Face Book has become very
popular all over the world, not only
among the youth, but also across the
various age groups. The Hyderabad
Traffic Police had launched the Face
Book facility about (6) months ago
to see the response get from the
public and without an official
launch or any publicity and already
have over 3600 friends / likes. It
is noticed that large section of
commuters, especially, the IT
employees and youth do not read the
news papers, do not watch the news
channels, but are very active on the
Face Book. To reach out to this
Group too, and keep them informed
about the various Traffic Police
initiatives on the enforcement,
education and engineering front
which are usually communicated
through visual, electronic, print
media and press notes, the HTP has
now decided to launch Face Book
facility. While doing so, the HTP
would like to send a note of caution
to all its Face Book friends and
those who are going to join it in
the coming days.
1. Language:-
The HTP does not have
enough members who are very
proficient in English language. In
fact, this has been the main
obstacle for us to launch the
facility till date. The Addl.CP and
DCsP and other officers would be
responding to various queries, and
it is requested that any mistakes in
the language used may be over
looked. Senior Traffic Officers will
be perusing the Face Book queries
regularly and will be responding on
important issues. Infact, some
replies may be given in Telugu too.
2. Interaction:-
HTP friends should
remember that this is a facility to
interact with each other too, and we
invite them to post feed back and
suggestions. It is not for fault
finding and continuous communication
about a single issue / violation.
3. Reporting of violations:-
The Face Book facility
may also be used to report
violations which are seen on the
road within the City limits by
putting up a photograph or
videograph with details i.e. date,
time and location of the violation
on site. If the date and time are
imprinted on the photograph itself,
it will be more authentic. The
person reporting the violation
should also post his name, e-mail ID
and Cell Phone No. Violations under
M.V.Act such as Irregular No. Plate
wrong and irregular parking, Cell
Phone driving, wrong side driving,
over loading in Auto rickshaws or
DCMs, stop line violation, signal
jumping. Any visible violations
reported but without the Date, time
and location will not be responded
to. The violations committed by
Police Department vehicles and other
government department vehicles which
are not seriously booked by Traffic
Police due to obvious reasons are
also very much invited and challans
will be sent to them.
4. Enrolment:-
All emails sent to us on
trafficpolicehyderabad@yahoo.co.in
and all opinions posted on “share
with us” on the HTP website will
henceforth should be sent / shared
on Facebook facility of HTP. Anyone
can access Facebook facility by
typing “htpfacebook” on internet /
Google or through the HTP Website
which now has a Facebook link.
5. Requests to post photos:-
Too many requests to post
photos of violations are being
received. This will increase now.
Repeated requests cannot be
entertained. All details have
already been given in the challan.
To view your photograph, you will
have to visit e-Challan Centre, CP
Hyderabad office, 4th floor,
Basheerbagh. A Software Application
to upload all photographs of e-Challans
onto Website is under preparation.
6. Expectations:-
All the Facebook friends
/ members are requested not to have
exaggerated expectations from the
HTP. From the past 6 months of
communication on HTP Facebook
facility, it is noticed that some
queries / questions are beyond our
capability.
Here are a few facts, just for
information, for all to note:-
1. Total vehicles in Hyderabad city
as on 31-03-2011 = 23.5 lakhs
2. Total manpower available in HTP =
2900
3. 2900 includes 1600 Home Guards
whose daily allowance is Rs.200/-
4. This force works in 2 shifts of
duty from 8 a.m. to 2 p.m. and from
2 p.m. to 10 p.m.
5. Therefore, there is 1 traffic
policeman for every 1550 vehicles!
6. Daily 600 new vehicles are added
to Hyderabad City Roads.
7. Annually over 2 lakh vehicles are
getting added to city roads.
8. All Traffic Signals, are
maintained by the GHMC – HTP only
gives proposals.
9. All road repairs, junction
developments, cat eyes, other
engineering works are the
responsibility of GHMC – HTP surveys
and sends proposals.
10. HTP has no budget allotment of
any kind – we totally depend on
other Government agencies to buy us
enforcement equipment, like cameras,
communication sets, PDAs,
maintenance equipment like rain
coats, rain shoes, reflector
jackets, nose masks, goggles etc.
7. Jurisdiction:-
The HTP will respond only
to queries which fall within HTP
limits. It is noticed that many
queries are pertaining to Cyberabad
Police limits. Which include areas
like Madhapur, Gachibowli, Hi-Tech
City, Kukatpally, Miyapur, Balanagar,
Sanath Nagar, Alwal, Malkajgiri,
Uppal, L.B.Nagar, etc. Such queries
should be sent to DCP (Traffic),
Cyberabad at the e-mail address
dcp_trf@cyb.appolice.gov.in.
8. Education:-
HTP will be using the
Facebook platform to educate its
friends about various special drives
it takes up, many unknown things
about its functioning, use of
technology, about Motor Vehicles
Laws etc.

The Hyderabad Traffic Police has
been using Wheel Clamps to control
the menace of parking, especially by
cars, all over the city of
Hyderabad. On 20-05-2011 750 Wheel
Clamps have been issued to the
Traffic Police. As per the Section
127 of Motor Vehicle Act, the
Traffic Police is authorised to book
a vehicle which is wrongly parked as
impediment to traffic flow by either
towing or by using Wheel Clamps to
immobilise it.
The Traffic Police is
charging a fine of Rs.400/- for the
fine + towing amount. The concerned
traffic officer after putting the
Wheel Clamp has been affixing the
slip giving his name and telephone
number on which he is to be
contacted for removal of Wheel
Clamps. A copy of the slip is
enclosed.
Till date i.e. as on 19-07-2011
the enforcement figures for 2 months
of usage of Wheel Clamps is as
under:-

The fine amount generated
through above cases is Rs.1.29
Crores.
The impact of using Wheel
Clamps has been tremendous and for
the first time the medium and heavy
vehicle drivers / owners are
thinking twice before parking on the
main roads. Of course, the problem
of parking is perennial.
