            In exercise of the powers conferred upon me under section 21 (1) (b) of Hyderabad City Police Act, I, Anurag Sharma., I.P.S., Commissioner of Police, Hyderabad do hereby notify for the information of the general public that in order to relieve congestion, to maintain smooth flow of traffic and to ensure public safety and order in connection with the Ganesh Immersion Procession on 29-09-2012, the following Traffic Regulations will be implemented.

            I) Procession Routes: The Main Procession starts from Keshavagiri and passes through Nagulchinta – Falaknuma – Charminar – Madina – Afzalgunj - M.J.Market – Abids – Basheerbagh – Liberty - and finally Upper Tank Bund and NTR Marg. Various other streams of the procession join the Main procession at some junctions.

            The Procession from Secunderabad area passes through RP Road - MG Road - Karbala Maidan – Kawadiguda - Musheerabad X Road - RTC X Road - Narayanaguda X Road - Himayathnagar ‘Y’ Junction and joins the main Procession at Liberty.

            Another stream that comes through the EAST from Uppal – Ramanthapur – Amberpet - NCC at OU - Durga Bai Deshmukh Hospital joins the above stream at RTC X Roads.

            The idols from the Western side join the procession at MJ Market and also at Secretariat – Telugu Thalli statue.

            No traffic other than the idols’ procession will be allowed to move on the Main Procession route between 0600 hrs on the 29-09-2012 to 0600 hours on 30-09-2012. The traffic restrictions will be extended if the situation so demands.

II) TRAFFIC DIVERSION POINTS:- Movements of vehicles other than those carrying Ganesh Idols will be restricted and diverted at many points along the main procession route and at other points adjoining the routes of other tributary processions. Facility to cross from the West to East or vice versa is given at the Basheerbagh Junction only. Commuters are advised to use the Ring Road and Begumpet area to avoid diversions. All the side roads leading to the Main Procession route will be barricaded. The main traffic diversion points are :

1) HYDERABAD SOUTH:- Keshavagiri, Mahaboobnagar X Roads, Engine Bowli, Nagul Chintha, Himmathpura, Hari Bowli, Asra Hopsital, Mogulpura, Lakkad Kote, Madina X Road, MJ Bridge, Dar Ul Shifa X Roads, City College.

2) HYDERABAD EAST:- Chanchalguda Jail X Roads, Moosarambagh, Chaderghat Bridge, Salarjung Bridge, Afzalgunj, Puthilibowli X Roads, Troop Bazar, Jambagh X Roads, Andhra Bank Koti,

3) HYDERABAD WEST:- Tope Khana Mosque, Alaska Hotel Junction, Osman gunj, Sanker Bagh and Seena Hotel, Ajantha Gate near Exhibition Grounds, Abkari LaneTaj Island, Barthan Bazar, , AR Petrol Pump at KLK Building,

4) HYDERABAD CENTRAL:- Chappel Road Entry, Gadwal Centre at the GPO, Shalimar Theatre, Gun foundry, Skyline Road Entry, HimayathNagar Y Junction, Bharath Scouts & Guides Junction in Domalaguda, Kalanjali at Control Room, Liberty Junction, MCH Office Y junction, BRK Bhavan junction near Telugu Thalli Junction, Iqbal Minar, Ravindra Bharathi, Dwaraka Hotel Junction, Khairatabad Junction (Visweswaraiah Statue), Children’s Park, Viceroy Hotel junction, Kawadiguda Junction, Katta Maisamma Temple at Lower Tank Bund, Indira Park Junction

5) HYDERABAD NORTH (Secunderabad):- Traffic will not be allowed to enter the Necklace Road and Upper Tank Bund from Karbala Maidan, Buddha Bhavan, Sailing Club, Nallagutta Junction. The traffic will be diverted at the following points from 0600 hrs on 29-09-2012 to 0800 hrs on 30-09-2012.

            CTO, YMCA, Paradise X Roads, Patny X Roads, Bata X Roads, Adavaiah X Roads, Ghans Mandi X Roads,

III. PARKING PLACES AROUND THE IMMERSION POINTS FOR ONLOOKERS:-

            The public coming to watch the Ganesh Immersion in Hussain Sagar Lake have to park their vehicles in the following notified places. Therefore, people are requested to park their vehicles in the places mentioned below and proceed by foot to the places of immersion:

1) Institute of Engineers at Khairatabad Jn.
2) MMTS Station Khairatabad.
3) Anand Nagar Colony to RR Dist. ZP Office.
4) Back side of Buddha Bhavan
5) Goseva Sadan
6) Lower Tank Bund
7) Katta Maisamma Temple
8) NTR Stadium
9) Nizam College
10) Public Gardens

IV) LORRIES:-

1) EXIT ROUTE FOR EMPTY TRUCKS / LORRIES AFTER IMMERSION:-

            a) After immersion on the NTR Marg, the empty trucks / lorries should proceed to their destination via Necklace Rotary - Khairtabad flyover - V.V.Statue - KCP and onwards. They will be not allowed to return towards Telugu Talli statue or Mint Compound road.

            b) After immersion on the Upper Tank Bund, the empty trucks/lorries should proceed towards Children’s Park – DBR Mills - Kawadiguda – Musheerabad. No lorry shall go through the Bible House Rail over Bridge

2) RESTRICTIONS ON INTER STATE / DISTRICT LORRIES:- Inter State and Inter District Lorries are not allowed to enter the Hyderabad City on the intervening night of 29/30-09-2012. Their movement will be terminated on the outskirts of the city during the Final day of Ganesh Immersion process.

V) RTC BUSES:-

            1) RTC city service buses: The regulations mentioned in the Para (II) i.e. Traffic Diversion Points will apply to the RTC City Region buses. When the procession reaches its peak, the RTC Buses will not be allowed beyond the following junctions towards Hussain Sagar Lake.

1) Masab Tank (Mehdipatnam buses)
2) V.V.Statue (Kukatpally buses)
3) CTO, YMCA, Rethifile, Sec’bad Rly.Stn., Clock Tower, Chilkalguda x road (Secunderabad buses)
4) 6 No. x road (Uppal Buses)
5) Gaddiannaram, Chaderghat (Dilsuknagar buses)
6) Bahadurpura (Rajendra Nagar)
7) Nalgonda x roads (Midhani buses)

2) Inter State / District Buses to reach the MGBS at Imlibun:-

            a) Coming from Rajeev Rahadari and NH-7 should go via JBS –YMCA -Sangeet x road- Tarnaka - Jamia Osmania flyover - Nimboliadda – Chaderghat.

            b) Coming from Bangalore should go via Aramgarh x road - Chandrayangutta X Road - I.S.Sadan - Nalgonda x Road - Chaderghat

            c) Coming from Mumbai/NH 9 should go via Godrej ‘Y’ Junction - Narasapur X Roads – Bowenpally – JBS – YMCA – Sangeeth - Tarnaka, Jamia Osmania fly over – Adikmet - Nimboliadda.

            The movements of the above Inter State/District buses will not be permitted after 1200 hours on 29-09-2012 to 0600 hours on 30-09-2012.

            The APSRTC authorities will provide alternative routes convenient to them keeping in view the restriction imposed on the movement of vehicular traffic on the roads notified above.

VI. PRIVATE BUSES:- Private Buses should operate from their locations out side the City.

            2705 violators were sent to TTIs for counselling. A lot of change is seen in the commuters - irregular number plate violations have come down to a bare minimum and drivers are now carrying original D.L.s and R.C.s too.

            2) In view of the ongoing Ganesh Festival, and upcoming COP-11 convention, the Hyderabad Traffic Police will take up a special drive to control all visible traffic violations namely.

1. Signal jumping
2. Stop line violation
3. Free left violation
4. Bus Bay violation by RTC buses and autos
5. Cell phone driving
6. Wrong side driving
7. Triple riding
8. Overloading by autos / RTC buses
9. No entry timing violations.
10. Irregular Number plate

            3) Violators will be sent to the T.T.I.s at Goshamahal and Begumpet for counselling apart from imposition of fine.

            4) Fines upto 200/- will be imposed on the violators.

!!!    special drunken driving enforcement  !!!

            The Drunk Driving enforcement was carried out over the last weekend i.e. on September, 14th and 15th. 270 cases were registered against Drunk Drivers. The vehicles of all the above were detained:

Break up is:- 4 Wheelers - 86, 2 Wheelers - 173, Autos - 11

           During this enforcement drive, a large number of VIPs, their children were checked for D.D. and some of them tested positive i.e. 30 m.g. / 100 m.l. of blood BAC Count. It is surprising that even after 10 months of D.D. enforcement, quite a few VIPs are still getting caught in the dragnet.

           Fines between Rs. 2,000/- to 3,000/- were imposed by the Hon’ble IV Metropolitan Magistrate Sri B.C.Rayudu and after cousnelling session, the vehicles were released.

!!!    special drunken driving enforcement  !!!

            The Drunk Driving enforcement was carried out over the last weekend i.e. on September, 7th and 8th. 296 cases were registered against Drunk Drivers. The vehicles of all the above were detained:

            Break up is : 4 Wheelers - 73, 2 Wheelers - 214, Autos - 9.

            The Drunk Drivers have to now compulsorily attend the Traffic Training Institutes at Goshamahal and Begumpet and undergo a detailed counselling session which shows them video films on the results of driving under the influence of alcohol and videos of other traffic violations. An appeal is made to them to avoid Drunk Driving in future, atleast for the sake of their own family.

            Those, who attend the Counselling Session, have their challan stamped at the Traffic Training Institute, certifying that they have attended the Counselling Session. After the Counselling Session, these Drunk Drivers are produced before the Hon’ble IV Metropolitan Magistrate, Sri B.C.Rayudu and the Magistrate imposed fines of Rs.2,000/- upto Rs.3,000/- on each violator.

            After the fine is paid, they have to come back to the concerned Police Station and collect their vehicle. This entire process may take anywhere between 3 to 7 days. To avoid inconvenience and in view of their own and others safety, the Hyderabad Traffic Police appeals to all citizens not to drive under influence of alcohol.

            Till date, 9,000 cases against Drunk Driving have been registered by the HTP since it was launched 10 months ago.

!!!    Special drive against Irregular Number plates and Documents    !!!

            Special drive against Irregular Number plates and Documents was started on 13-08-2012. The following are the enforcement figures:

A) Improper / Irregular Number plates:-

            Type of vehicle No. of cases: Two Wheelers : 1812, Autos : 198, Small cars : 595, Big cars : 357, Heavy vehicles : 22 and the total is 2984

            After two weeks of special drive, we see a significant reduction in the vehicles with irregular number plates.

            A meeting was held with the shop owners of Number Plate manufacturers and they were warned that if they encourage or do not guide any of the vehicle owners regarding the correct Number Plate, they would be held responsible and their shops will be closed after following the due process. Following this, Decoys of Traffic Police were sent to the shops to check whether they are still encouraging Irregular Number Plate manufacturing - none of the shops were found to be violating till date and the checks will continue for a few more days.

B) The enforcement figures of the Drive regarding Documents:-

            Type of violation No. of cases: Non procession of original D.L. : 4807, Without Driving Licence : 1882, Without R.C. : 2473, Without PUC : 734, Without Insurance papers : 567, Without Registration : 389, Without Valid permits : 26 and the total is 10878.

            In this Special Drive, the following number of persons were sent for counseling to Traffic Training Institutes: 1) TTI, Goshamahal - 716, 2) TTI, Begumpet - 826 and the total is Total 1542.

            It is hereby reiterated, that all drivers should ensure that they carry original D.L. and R.C. without fail and carrying of Xerox of the above will not suffice.

!!!    Enforcement against Drunk Driving    !!!

            The Drunk Driving enforcement was carried out over the last weekend i.e. on August 24th and 25th. 258 cases were registered against Drunk Drivers which include a female driver. The vehicles of all the above were detained:

            Break up is: 4 Wheelers - 75, 2 Wheelers - 171, Autos - 12.

            The Drunk Drivers have to now compulsorily attend the Traffic Training Institutes at Goshamahal and Begumpet and undergo a detailed counselling session which shows them video films on the results of driving under the influence of alcohol and videos of other traffic violations. An appeal is made to them to avoid Drunk Driving in future, atleast for the sake of their own family.

            Those, who attend the Counselling Session, have their challan stamped at the Traffic Training Institute, certifying that they have attended the Counselling Session. !!!    Enforcement against Drunk Driving    !!!

            In continuation of “Enforcement against Drunken Driving”, the Hyderabad City Police has conducted special drive on 17th and 18th August, 2012 at various places in the twin cities from 10 p.m. to 1 a.m. This time the HTP has deployed the women police also to check the women drivers.

            A total of 246 drunken drivers were arrested and the vehicles were detained, of which 66 were 4 wheelers, 170 were 2 wheelers and 10 were auto rickshaws. They were produced before the Hon’ble IV Metropolitan Magistrate Sri B.C Rayudu, and the Magistrate imposed fines upto Rs.2,500/- for each violator.

            In this regard the Hyderabad Traffic Police has counseled the drunk drivers at the Traffic Training Institutes located at Goshamahal and Begumpet. As such 246 respondents attended the counselling at both the above places. The ill effects and consequences of drunk driving has been explained to them by showing them video films, some videos on accidents, the initiative taken up by the World Health Organisation and the efforts by the HTP. The respondents appreciated the counselling sessions and they promised to follow safe driving rules and also inform their friends, colleagues and families about this.

!!!    special drive against improper number plates and driving license, RC & other documents    !!!

          The Hyderabad Traffic Police will be conducting a Special Drive from Monday (13.8.2012) onwards on the following violations: 1) Improper / Irregular Number Plate, 2) Driving License / Registration Certificates / other documents

I ) Improper Number Plate:-

          The drive against the Improper Number Plate had been conducted last year and almost all Number Plate violations by all types of vehicle owners had been rectified through stern enforcement and education.

          However, in the past couple of months it has been noticed that lot of vehicles are moving around with Improper Number Plates. 1) The numbers and alphabets are not as per the M.V.Act. 2) The number plate size is also in variance with the prescribed size. 3) There is tampering of the numbers and alphabets to avoid detection by Traffic Police. 4) Writings like ‘Police’, ‘Government Vehicle’, ‘Corporator’, ‘Press’, ‘Army’, ‘MLA’, ‘MP’, on the number plates are increasingly seen. All the above are violations of sections 50 and 51 of the M.V.Act Rules.

Improper and faulty number plates on vehicles have several implications:-

          1. It is being done to escape traffic police challaning and also the surveillance by cameras and e-challaning. 2. It has security and law and order implications in view of the present terrorist / extremist situation in Hyderabad City. Wrong number plates mislead detection / investigation agencies.

          Therefore, it has been decided to conduct a Special Drive against Irregular Number Plates from 13 -08-2012 onwards. (Monday). A heavy penalty of upto Rs.5000/- will be imposed on the defaulters (as per Section 192 (1) of MV Act) by HTP.

          2) In case of false number plates and deletion of digits / letters, the vehicles will be seized and a criminal case will be registered. The traffic officers will be verifying whether the number plate is the actual one or not by comparing with the documents.

          3) The Hyderabad Traffic Police will hold a meeting with the manufacturers of Number Plates in the city and dealers / show room owners of various vehicles in the Twin Cities to warn them about violation of the M.V.Act provisions.

          A copy showing ‘How to display Registration Marks on Motor Vehicles’, size of number plates and size of letters and numerals of registration mark is enclosed as Annexure 1 for the purpose of educating the public.


2) Without vehicle documents:-

          It is being increasingly noticed that the drivers of all types of vehicles are not carrying the required valid documents with them while driving their vehicles in the City limits. As per the M.V.Act and Rules, every vehicle driver should be in the prossession of the following documents while driving.

1. Driving Licence in original.
2. Registration Certificate (RC) in original.
3. Pollution Under Control Certificate (PUC) in original.
4. Insurance papers
5. Valid permits.

The Hyderabad City Traffic Police will be conducting a special drive and fines will be imposed as under:-
 

Non possession of Driving Licence Rs.300/-
Non possession of original Driving Licence Rs.200/-
Without Registration Certificate (RC) Rs.200/-
Without Pollution Under Control Certificate Rs.300/- (2-wheeler) and Rs.600/- (4-wheeler)
Without Insurance papers Rs.300/- (2-wheeler) and Rs.600/- (4-wheeler)
Lack of valid permit Rs.300/-
Vehicles without registration Rs.1000/- to 2000/-


3) Education / Counselling:-

          Vehicles will be seized and will be released only after the driver and their parents appear for a traffic counseling / education class in the Traffic Training Institutes and upon payment of the challan amount due to combination of violations (U/S 180 & 181 M.V.Act).

          At Traffic Training Institutes in Goshamahal and Begumpet the violators will be given counseling and they will be shown video films about various traffic violations and awareness about traffic rules by senior Traffic Police Officers.

!!!    Enforcement against Drunken Driving    !!!

          In continuation of “Enforcement against Drunken Driving”, the Hyderabad City Police has conducted special drive on 4th August, 2012 at various places in the twin cities from 10 p.m. to 1 a.m. A total of 172 drunken drivers were arrested and the vehicles were detained, of which 40 were 4 wheelers, 124 were 2 wheelers and 8 were auto rickshaws. They were produced before the Hon’ble III Metropolitan Magistrate Sri B.C Rayudu, and the Magistrate imposed fines upto Rs.2,500/-.

          In this regard the Hyderabad Traffic Police has counseled the drunk drivers at the Traffic Training Institutes located at Goshamahal and Begumpet. As such 172 respondents attended the counselling at both the above places during the morning session. The ill effects and consequences of drunk driving has been explained to them by showing them video films, some videos on accidents, the initiative taken up by the World Health Organisation and the efforts by the HTP. The respondents appreciated the counselling sessions and they promised to follow safe driving rules and also inform their friends, colleagues and families about this.

           In continuation of “Enforcement against Drunken Driving”, the Hyderabad City Police has conducted special drive on 29th and 30th June, 2012 at various places in the twin cities from 10 p.m. to 1 a.m. A total of 264 drunken drivers were arrested and the vehicles were detained, of which 74 were 4 wheelers, 178 were 2 wheelers and 12 were auto rickshaws. They were produced before the Hon’ble III Metropolitan Magistrate Sri B.C Rayudu, and the Magistrate imposed fines upto Rs.3,000/-.

           In continuation of “Enforcement against Drunken Driving”, the Hyderabad City Police has conducted special drives on 22nd and 23rd June, 2012 at various places in the twin cities from 10 p.m. to 1 a.m. A total of 268 cases were booked in which 181 were two wheelers, 64 were four wheelers, 19 were Auto rickshaws and 4 Other vehicles and all were detained. All the respondents will be produced before the 3rd and 4th Metropolitan Magistrate on Monday i.e. 25-06-2012.

!!!    traffic special drive  !!!

           To improve the overall traffic condition, to ensure the smooth flow of traffic on all the roads, to make traffic commuter friendly and keeping in view of conference of parties of CBD(Cop-11) in Hyderabad which is to be held in the month of October-2012, Traffic Wing of Hyderabad City Police has started taking a series of measures.

           As part of this effort, recently citizens of Hyderabad have been provided with free passage to left in as many as 54 junctions in twin cities and the drive has won the appreciation of one and all. The concept will be extended to some other junctions in due course.

           Since RTC busses occupy a special place both in terms of their frequency of movement and the space they occupy on the roads in Greater Hyderabad a special drive has been launched to educate the drivers about the need to stick to road discipline.

           Recently a meeting has been held with Executive Director RTC Sri Koteswara Rao and 4 Regional Managers, Divisional managers, Depot Managers and Maintenance engineers and it was decided to go for a massive counseling to all the drivers and other operatives of APSRTC in twin cities.

           As part of such counseling drive, since 10-04-2012, traffic officers started visiting all the 24 depots of RTC City Region along with Traffic Training Institute staff and educating the RTC drivers, conductors and other staff on various aspects and so far covered 5350 staff including the office bearers of various unions of RTC and officials, controllers and traffic guides of RTC. Remaining personnel also will be covered by this programme in due course. Special pamphlets have been printed, and stickers have been printed to be pasted in RTC buses for awareness of drivers, conductors on Do’ and don’ts.

           Parking of buses in the earmarked Bus bays: As many as 196 places have been identified in twin cities to create Bus bays and to ensure that RTC busses invariably enter the bus bays and pick up commuters. Out of these 196 places, so far Hyderabad Traffic Police has erected permanent barricades at 54 places. Shortly the remaining places also are being provided strong barricades to create Bus Bays. To begin with from 21-5-12 onwards it is decided to enforce proper use of bus bays by both the drivers as well as by the commuters at all the 54 bus bays to which permanent fixtures are in place. RTC authorities have been requested to deploy the controllers and traffic guides at these places to join the traffic police to enforce the system. A sensitization of all the concerned also has been taken up. In due course the implementation of the system will be extended to cover all the bus bays in twin cities.

           In (5) days, 1032 people who are violated the free left rule have been sent to the Traffic Training Institutes at Begumpet and Goshamahal for education and counseling, after which, their vehicles have been handed over to them after payment of fine.

           The free left drive was started at 57 places in 42 junctions by putting up a special board and 10 new reflective cones all tied with a rope to prevent crossing over. This effort has been very successful as the commuters have got used to it in the (5) days, except at a few places (like Jubilee Hills Check Post, M.J.Market Jn., KCP Jn., Khairatabad towards Taj Krishna road). The road width of 3 lanes was found to be too less for the volume of vehicles coming on to the road, the result that the discharge of traffic volume on the green signal falling green through 2 lanes instead of 3, was leading to a huge build up of traffic on the back side. This also was leading to the non operation of the free left leading to wastage of place of precious one lane carriage way on those roads. Therefore, the free left was stopped at the above (3) places.

           Free left experiment is under observation at few of the sensitive places like Rasoolpura, Srinagar ‘T’ junction, Sagar Society as public is getting use to do it.

           The Hyderabad Traffic Police is also in search of other places where free left can be implemented and has identified 3 or 4 places which shall be experimented upon during the coming week.

!!!    Enforcement against Drunken Driving in hyderabad city  !!!

           In continuation of “Enforcement against Drunken Driving”, the Hyderabad City Police has conducted special drives on 27th and 28th April, 2012 at various places in the twin cities from 10 p.m. to 1 a.m. A total of 255 cases were booked in which 183 were two wheelers, 16 were four wheelers and 56 were Auto rickshaws and all were detained.

           All the respondents attended for counseling at the Traffic Training Institutes located at Goshamahal and Begumpet, phase wise on Monday and Tuesday. Slides and short films on the ill effects of drunk driving have been shown to them. During the interaction session some of the respondents have expressed the humiliation they faced from their family members, friends and colleagues. All the respondents took pledge that they would never drink alcohol and drive. Some the respondents interestingly, suggested the police to ensure the attendance of respondents for counseling along with their wives , if married or with their parents if unmarried.

           All the respondents are being produced before the 3rd and 4th Metropolitan Magistrate where they are being imposed fine up to Rs.2,500/- one respondent was imprisoned for three days during the last week’s court attendance.

!!!    Special Drive on Free Left and Stop line  !!!

           It is noticed that in the Hyderabad city, that both 2 wheeler riders and 4 wheeler motorists have got used to the habit of overtaking the vehicles waiting for the green signal from the left and obstructing those who want to go left (or Free left). This is unfair to those who follow traffic rules sincerely, as they feel cheated by those who keep piling up from the left and rush forward when the signal changes to green.

           The Hyderabad Traffic Police has identified 57 places at 42 junctions where the road is wide enough to leave a lane of about 10 feet for the vehicles going on Free Left.

           In an earlier special drive regarding Free Left, traffic police had drawn Free Left markings with the double line of white paint and enforced the Free Left rule. Since the habit did not last for long, Hyderabad Traffic Police has decided to indicate the Free left with the help of a signage board which is mounted on a stand at a comfortable height, so that motorists can see it. The entire Free Left will be physically marked by about 10 cones. There will be a rope which will run from the Free left board through all the cones to physically prevent motorists from violating the Free Left by driving in between the cones. This is demonstrated by the diagram and photographs given below.


           These Free Left sign boards and cones will be put in position at 57 places at 8 am in the morning and will be removed after 9 pm in the evening. The special drive to be conducted by the Traffic Police will concentrate on educating motorists to stick to the lanes in the junctions without encroaching on the double line which have been drawn for Free Left. Any motorists crossing this double line or touching it would be challaned U/s 436/177 of M.V.Act for lane crossing and also rash driving U/s 184 ‘B’ of M.V.Act for an amount of Rs.400/-. The violators will be sent to the Traffic Training Institutes at Goshamahal and Begumpet for counselling.

           There is an argument that Free left consent does not allow pedestrians to cross the road and this point is taken into consideration and Traffic Police will post Traffic constable and Home Guard at Free left point to allow pedestrians to cross the road before allowing vehicles to proceed on Free Left. Monday would be spent on educating the public and challaning will start from Tuesday onwards.

Stop Line Violation:-

           The Special Drive will also concentrate on enhancing the discipline of stopping before the Stop Line through enhanced enforcement during the Special Drive.

           Any 2 wheeler stopping beyond the Stop Line will be charged Rs. 100/- for Lane crossing, 4 wheeler will be charged Rs. 200/-. Cameras will be deployed to click photographs of those violating the Stop Line & Free Left line and violating motorists. Any violating vehicle will be stopped from going straight and will be asked to go all around and come back to the adjacent junction as deterrent measure. Motorists violating the Stop Line will be sent to the TTIs for counselling.

!!!    Counseling for the Drunk Drivers  !!!

           The Hyderabad City Police has launched “Counseling for Drunk Drivers” on 23-04-2012 at the Traffic Training Institute, Goshamahal to create awareness about the ill effects of drunk driving and thus to change their attitude. During last Friday and Saturday, 280 drunk drivers were arrested among which 204 are two-wheelers, 7 are three-wheelers and 69 are four-wheelers. Among the, 220 drivers attended the Counseling Sessions in the morning. Films on ill effects of drunk driving and other slides of traffic rules have been shown to them. The Addl. Commissioner of Police, Traffic addressed the gathering. He informed the drunk drivers that from now on unless they attend this counseling and get their challans stamped. They will not be produced before the Magistrate and their vehicle will also not be released. They were told that the Hon’ble 3rd and 4th Metropolitan Magistrates are thinking of imposing Jail Sentences as provided in the M.V. Act, to those drivers who were heavily drunk.

           During Counseling Sessions the drivers realized their fault and promised that they would never drink and drive and also advice their friends about the concept.

           The respondents will be sent to the Court after the counseling where the Magistrates would impose fine upto Rs. 2,500/- or imprisonment upto 6 months.

           In continuation of “Enforcement against Drunken Driving”, the Hyderabad City Police has conducted special drive on 24th March, 2012 at various places in the twin cities from 10 p.m. to 1 a.m. A total of 142 drunken cases were booked and the vehicles were detained, of which 47 were 4 wheelers, 85 were 2 wheelers and 10 were auto rickshaws. The respondents were produced before the Hon’ble III Metropolitan Magistrate, at Nampally Court and the Hon’ble Magistrate imposed fines up to Rs.2500/-. Among those caught in drunk driving, most of them were in the age group of 20 to 30 years and they are from the different professions like software engineers, private employees etc.

           It is being noticed that the focus of Traffic Police on main roads, there is occupation of footpaths and roads in sub roads leading to pressure of traffic on the main roads. A Special Drive against encroachments on sub roads called “Operation Sub Roads” will be launched from 06-03-2012 and cases booked under section 39(b) of Hyderabad City Police Act. This special drive will enable the free flow of traffic in the sub roads and reduce the pressure on main roads. This will go on for a week in coordination with GHMC officials.

           The project and progress made was reviewed in detail and feedback taken from Hyderabad Traffic Police about the procedures adopted and the cause of the huge impact.

           The team also studied the facility of expanding the Drunk Drive enforcement to surrounding areas of Hyderabad city and it was suggested by Hyderabad Traffic Police to take it up in Cyberabad area due to high rate of accidents. The team members are very keen in implementation of Seat belt and Helmet rule not only in Hyderabad city but in the entire state of Andhra Pradesh.

           Speaking to the media, the WHO team praised the Hyderabad Traffic Police for carrying out the Drunk Drive enforcement in very a impressive manner and that it had been appreciated by entire team of WHO Head Quarters at Geneva, Switzerland.

!!!   MEETING ON PRE-PAID AUTO BOOTH AT SECUNDERABAD RAILWAY STATION   !!!

           A review meeting on the present stage and functioning of Pre-Paid Auto Booth system at Secunderabad Railway Station which was started on 24-11-2011 was held at Secunderabad Railway Station premises. The Governing body comprising of the Addl.Commissioner of Police, Traffic as its chairman, DCP Traffic-I, ACP Traffic North Division and Inspector Traffic PS Mahankali, Railway Dy. Commercial Manager Sri D.V.Ram Prasad, Senior Divl. Security Commissioner (RPF) Sri AN Sinha, IPS., Asst.Security Commissioner (RPF) Sri A.Raja, Inspector RPF Sri M.Chenchaiah, Auto Union leaders Sri 1) Mohd.Ali, 2) Kumara Swamy 3) Shankar 4) Sunil 5) Ramesh 6) Chandra Mouli, Representatives of Passengers Committee 1) Dr.Vrijesh and 2) Sri Vijaya Raghavan met to discuss the various aspects of its functioning and took some decisions to improve the delivery of service to public.

1) 24 hours functioning:-

           It is decided to run all the 6 Pre-paid Booths for 24 hours. Therefore the contractors M/s K.S.Babu Rao & Sons has to deploy 18 operators (6 booths x 3 shifts) to cover 24 hours, for this purpose contractor has requested for financial help as the Rs.2/- per ticket which is being generated as his income is not sufficient. The committee decided to further delay contribution of 33 1/3% of his earnings to the Prepaid account by 3 months so that the 24 hours facility to the public is not disturbed and the present system stabilises.

2) Till date i.e. 20-02-2012 i.e. almost 3 months after the launch, the usage of autos is as under:-

           The most important of the above cases was recovery of 40 tolas gold from the auto driver who drove away and committed theft. He was traced from the CCTV footage at the prepaid booth which is enclosed for perusal. The representatives of the Passengers’ Committee noted that it is this sense of security which has made the Pre-paid system popular and is being increasingly used by the passengers.

4) Slab distances and Tariffs:-

           There has been a demand from the passengers to reduce the slab distance from 3 to 2 KMs and from 5 to 3 KMs after 15 KMs distance. The committee discussed this and decided to not to tamper with distances as there is protest from the auto drivers who claim that due to increase in fuel prices even this slab system is not working out for them.

           It was decided to display slab and tariff boards on each of the 6 Pre-paid Booths, so that all passengers can see them easily, it was also decided to put a complaint book in each of the 6 booths so that public can lodge their complaints.

5) Pre-paid at other places:-

           Till date there are 1066 places fed into the 6 computers in the 6 booths. Out of these, over 300 destination distances were altered / added / changed as per the feedback and complaints given by passengers. Committee also decided to watch the performance of the Pre-paid booths after another 3 months before deciding to expand it to MGBS, Nampally Railway Station etc.

           6) For the benefit of passengers and Pre-paid system, the South Central Railway has agreed to increase the announcements on its Public Address System on the Railway platform about the availability of Pre-paid Auto facility and putup such boards on its Foot-over Bridges and near Booking Counters.

           7) The Auto union representatives and contractors requested that the autos which are not coming into the Pre-paid system need to be further controlled especially, on Alpha side.

The drunk drive enforcement conducted in the weekend resulted in the following cases:-

           A total of 300 drunken drivers were arrested and the vehicles were detained, of which 67 were 4 wheelers, 223 were 2 wheelers and 10 were auto rickshaws. On 21st February, 2012 they were produced before the Hon’ble III & IV Metropolitan Magistrate Courts, Nampally and the Magistrate imposed fine up to Rs.2500/-.

           A criminal case was registered and the accused arrested in a case of taking away of their seized car from the Banjara Hills Tr.PS. by using the duplicate key.

           The Hyderabad Traffic Police is planning to check female drivers also with the help of women police (Women Constables, Home Guards and Women SIs) soon.
